Soooo this happened. I played this game a bunch as a kid, and have a bit of a problem with the way it's treated now. Sure, it's aged horribly in every possible way, but it was a big deal at the time and even ahead of its time with the digitized graphics and blood. Lack of attention to historical context is a common issue I have with the critical community in video games, and some of my speedrun choices reflect that.
So as for the game itself, seemingly everyone knew that Ty was the best character...and that holds up for speedrunning as well. Ty's strikes have the best combination of speed and range, and they aren't too likely to knock down.
This is important because your main tactic in this run is to repeatedly cancel punch-kick-punch-kick-etc. M. Janet's speedrun used a trickier method of canceling your back elbow with a jump and immediately doing another back elbow, but that turns out to be slower since it knocks down so often. You can also cancel strikes into dashes, which is great when you push the opponent out of range.
Dashes are also invincible, so they're your main way of getting in and starting your combos. Certain opponents can dash themselves, so you can't combo them easily.
You can beat some characters easily with a corner infinite (e.g. the first two), but this is harder than it looks. You need to space yourself so that you'll hit the enemy, but the crowd won't push you backward. That's easy vs. Southside Jim but harder on others.
The 2nd Angel fight deserves special mention, as this run shows a different infinite that I discovered shortly beforehand! You need to throw her onto the car so that your OTG moves will hit her and keep her from getting up.
Even though you usually don't want to knock the enemy down a lot, I use power pills on certain fights. That's either because the enemy dashes a lot (Angel) or they can break your combos with throws (Chainman Eddie, Warrior).
Overall this run still has plenty of bad luck and execution mistakes - it's possible to get this under 8 minutes. Nobody else has a time close to this though, so I figured it was worth uploading.
