You likely won't get enough bounty to reach level 20 both as a racer or cop before completing the game. Meaning if you want to unlock all of the cars in the game, you'll have to do a bit of grinding. Before you do this it's best to just complete all of the games events first. That way you're minimizing how much time you'll have to spend doing this. There are less cop events than there are racer events in the game so you'll have to do more grinding as a cop to reach rank 20 than you will as a racer. Thankfully the cop event you'll be doing can be completed way faster than the racer event to kind of offset this.
For the racer event go to the event list in "East Gorge Canyon" and select the first one "Vanishing Point." You unlock it very early on as just the 3rd racer event in the game and is just a simple 4.2 mile time trial through the desert in a Pagani Zonda Cinque Roadster being lent to you for the event. All you have to do is keep your foot planted on the gas & not crash and you'll easily beat the gold target time of 1:22. There's no cops & very little traffic here. Take the sandy shortcut on the right around 35 seconds in, use your nitrous and stay in the marked tire tracks to keep your speeds up as much as possible in the sand. You'll get 6,000 bounty each run with an extra 1,000 bounty if you manage to beat your PB in the process, and you'll definitely get that atleast a couple times.
For the cop event go to the event list in "Boulder Desert" and select the first one "Chase 101." It's the very first one unlocked from the beginning of the game. Your in a Ford Crown Victoria Interceptor and your goal is to simply bust an already nearly destroyed Mazda RX-8 within 1 minute. One good blow should take out what little health it has left and you can easily do this in under 20 seconds. Again you'll get 6,000 bounty from it with an extra 1,000 bounty up for grabs everytime you beat your PB.
You’ll need 2,000,000 total bounty to reach rank 20 both as a racer & cop.
