The deputies are Trial Court Security (essentially laid out to pasture). When the sheriff keeps them, instead of retiring them, it bumps up the total amount the sheriff can ask for in his annual budget. But, since there is no legitimate reason for it, it's really just an act of fraud.
Now, here is what you need to know about trial court security. According to Florida Statute 30.15(4)(a) and (b), deputies work in courts as trial court deputies. Here's the problem with that, it violates Art. 2, Sec. 3 of the Florida Constitution because the sheriff's department is under the Executive Branch, whereas the courts are under the Judicial Branch of government. A2S3 says that there must be a separation of branches. It is also part of the federal constitution. A person cannot work for more than one branch of government. But these deputies (executive branch) who are working in the courts, as trial court security (judicial branch) are in violation of A2S3, as is the sheriff, and I suppose those above these deputies, in their chain of command who are either participating in or allowing the commingling of branches.
Further, these trial court deputies are in a lobby of a building that is not solely used as a court facility. Rather, the court is a lessee in the building owned by Pinellas County. The lobby is a communal space, which means the security garb should be moved into the court facility area. People like me who are merely attempting to go to the law library, should not even have to encounter these trial court deputies. The law library is not part of the judiciary. It is part of the executive branch and under the authority of the Pinellas County Board of Commissioners, overseen by the Board of Trustees of the Pinellas County Law Library.
Essentially, what that means is that these bozos are just harassing me to keep from suffering from the boredom of their own triteness...just guessing!
