The state inspector general found that a Manchester police officer was "legally justified" in shooting a man fleeing a traffic stop on I-84 last October, after the man fired six rounds at the officers pursuing him.

After a three minute chase on the highway, Samuel Lee, a 40-year-old-old Manchester man, angled his car and appeared to fire several times out the car window at the pursuing officers including Officer Kyle Busse.
