New York City is advancing Mayor Zohran Mamdani’s signature proposal to establish five city-owned grocery stores, one in each borough.
The city is seeking experienced private operators to manage the stores while the government provides the locations and covers rent and property taxes.Once a month, prices for fresh produce, meat, seafood and selected staples such as milk, bread and cheese would be set 30% below typical retail levels.
The first store is expected to open in the Bronx in late 2027, with all five planned by the end of Mamdani’s term.
Supporters say the program could ease pressure on household budgets, improve access to nutritious food and test whether public competition can help restrain grocery prices.
Critics, including small grocers and bodega owners, fear subsidized stores could undercut local businesses, while fiscal watchdogs question whether universal discounts are the most cost-effective way to address food insecurity.
Mamdani says the stores will avoid selling hot food, alcohol and cigarettes to limit competition with neighborhood retailers.
