At a cursory glance, it looks like the Heirarchs are punshing the elites for not protecting Regret from Master Chief but we, the player, know better. Truth and Mercy have been conspiring in the background to push the elites aside in favour of people that are far more ready to blindly accept their preaching. This of course won't have any lasting repurcussions that will ultimate cause a schism within the covenant that will ultimately cause its downfall.
Nope. Not all.
The prophets still have use for the Arbiter and that's recovering the sacred icon that they hope to use to activate the halo. Naturally the Arbiter accepts the duty despite the honour of him recovering the Oracle being taken by the brutes. I'm sure this won't happen again, further casting false shame on the elites even as they desperately fight endless hordes of flood.
