Throughout the city are various stations connected by grind rails that provide easy access to any area. These stations are prone to spontaneous combustion, however. So if this song starts after the Event Siren and you see fire in the distance, you're going to have to the long way for a while. If you're on a grind rail and you see fire in the distance while this song is playing, well then kiss your machine good-bye.
EDIT: There's a second event that uses this song, so there's a chance that no stations are on fire. A giant UFO begins to soar across the sky doing... nothing, apparently. It's close enough that you can actually land on it too! What's on top? A TON of patches! There's even an ultra-rare patch here that ups ALL your stats! Grab em before it gets to the sea, though, and you might miss your chance even if it hasn't left yet!
Unlocking the song involves destroying (or "breaking" as the game puts it) an innocent Slick Star (be it in use or otherwise) while riding the Formula Star. Quite a few checks of this mode's list involves breaking a specific machine while riding a specific machine but that "match-up" is only one of two that unlocks something (the other just-so-happens to also unlock a song).
