Let's take a look through DC Comics' Elseworlds imprints, and see where and when the imprint has decided to place these legendary heroes! And if they work in their new environments.

No Rules to Follow. In a world where metahumans are feared and hunted, ten of them try to prove to be heroes, only to be scorned by the public. To survive, they find each other and form their own hero league, comprised of Flash, Changeling, Doctor Light, Poison Ivy, Fire, Doctor Polaris, Metamorpho, Power Girl, The Shark, and Tasmanian Devil, hoping the public will take them more seriously now. And to show their good intentions, they converge to stop a nuclear meltdown, only to realize they have no sense of leadership and no idea how to solve the problem. But right before it explodes, a strange figure speeds past them and underground, burying the reactor where it explodes harmlessly, before flying off. Some people are impressed by their efforts, like Ralph Dibney, who writes a book about their exploits, while others see it as a greater sign of threat, including Bruce Wayne, who announces his intention to hunt down and contain or eliminate the metahumans. The team continue to face persecution, finally attacking a nearby military base just to get them to back off for a second, while Poison Ivy attempts to seduce a general into revealing the government's plan for metahumans. However, they're then confronted by the Control Squad, tech-based heroes funded by Bruce Wayne and led by Blue Beetle and Booster Gold, who prove a match for the metahumans. The mutants barely manage to get away, the squad swearing they'll have them in custody soon. Once they're far enough away, half the league announce they can't take it anymore and decide the only way to end this persecution is to take down the government itself and hope more open-minded individuals take their place. Doctor Polaris goes to find the other half of the league, who are in the midst of their own infighting as they can't decide whether to fight or turn themselves in. Polaris arrives and says he's there to warn them of the other half's plans to take on the government, saying it'll only lead to more distrust towards metahumans and they have to stop them. The first half lie in wait at the United Nations for the meeting to begin, and, after Poison Ivy gives her backstory, they've decided they've waited long enough and attack, only for the other half of their team to intervene. They try to talk some sense into the others, but instead infighting breaks out, giving the Control Squad enough time to track them down. Half of them are captured, but before the squad can go after the other half, they're ordered by Bruce to stand down, revealed to be under the fleeting control of Poison Ivy. She heads back to her team and says the plan sticks, but now they have to make an even bigger example if they hope to get the message across, the others sadly agreeing. Meanwhile, Tasmanian Devil goes to Dibney for help, who then approaches Bruce to tell him the attack on the United Nations is still on, but he knows someone who can stop it, Bruce lending them a hover car to find them. As Poison Ivy and her gang take over the United Nations, Dibney and Tasmanian Devil travel to Antarctica, where, based on Dibney's hunch, they find Superman, who's much more feral being in isolation for so long and readies to murder them. Tasmanian Devil talks some sense into him, saying they're all part of the world whether they like it or not, so they might as well do what's right for it. Poison Ivy prepares to kill the delgates, but Flash can't have that on his conscience and tries to get them away, only to be seemingly killed by Metamorpho. Just then, a familiar blur flies into the city and knocks the villains out, Superman flying above the crowd and announcing he's here to be a hero and to please let him and others like him be one. News reporters descend upon the heroes, especially Superman, wanting to know his story, with Dibney and his wife Lois Lane serving as mediators. Bruce also shows up with a still-alive Flash and announces he'll be funding the new hero group, proclaiming them the Justice League. Well, I guess DC Comics wanted to try their hand at the X-Men, and it sucks. It is so overcrowded with heroes. I had to look up who most of them even were, their designs and personalities are so different than I'm familiar with, pretty much convincing me this is another instance of an unrelated comic getting a familiar makeover just to see publication. A possibly unfinished comic, as it mostly just feels like a collection of scenes, where we're introduced to the heroes who try to do good, then suddenly it's quite a while later and they're ready to turn on the world.
