When stability allows, a ship can empty one ballast tank and refill it with open-ocean water. Repeating the process removes much of the sediment and many organisms that may be living inside the tanks.
When a ship cannot safely empty a tank, it uses the flow-through method instead. Fresh water is pumped in while existing water overflows, keeping the tank full and the ship stable.
