Filling a cargo hold completely seems like the obvious way to stop grain from shifting. But vibrations and motion at sea make individual grains settle into a more compact arrangement, gradually creating an empty space at the top of the hold.
Because a void can still form, ships carrying grain must be designed with extra reserve stability. While most ships need a minimum GM of 15 centimetres, grain ships need double that, 30 centimetres, to better resist a dangerous list.
