This Method will work EXACTLY as shown on PS2, Xbox, PC, and Mobile since all of these Platforms/Versions allow the Method shown in the Video. It is unknown and highly unlikely this Method would work on Definitive Edition.
You can reverse the Hotring Racer into the wall as shown in the Video OR you can actually drive forward into the wall and still accomplish the task. I always found that reversing into the wall was slightly more consistent and gave me better luck to obtain it quicker. I have obtained it a couple times in the past with driving forward, but it was even harder and took longer to obtain in the end!
This Method is very luck based and pushes your patience levels. The OTHER Method is insanely easy and can be done with a guaranteed first try. If you just want this Special Vehicle without any challenge whatsoever, then use the OTHER Method and refrain from any challenge with this Method. I personally always choose this Method in the Video because of the challenge and patience it takes to obtain it like this!
As long as "Hotring" has been passed at least once, failing it on the second or greater instance will not effect the Stats and you will not get an extra Mission Attempt.
Note that the EARLIEST you can obtain the EP/FP Hotring Racer would be right at the beginning of the game, however, you can also obtain it as late as after 100% and anywhere in between. It's up to you when you see fit to obtain it at which time. I'd recommend obtaining it in the beginning for a Starter Save, but it's not easy and MUCH HARDER than after 100% since Vehicles do NOT take Double Damage yet. One of the 100% Completion Rewards is that any Vehicle Tommy is driving is given DOUBLE DAMAGE, thus it makes it easier to break free from the Stadium unlike in the beginning of the game. The Hotring Racer featured in the Mission has Traffic Default Colors and changes upon reloading the Mission. None of them are special.
