This Method will ONLY WORK on PS2 Version 1.40 as far as I know because it's the ONLY PLATFORM that allows you to snipe Hilary and maintain the BP/EP/FP Properties! This DOES NOT WORK on PS2 (All Other Versions), Xbox, PC, Mobile, or Definitive Edition! The BP/EP/FP Sabre Turbo is obtainable on those other Platforms and Versions but you will be using a DIFFERENT Method to obtain it. Note that there are VARIOUS PS2 Versions. You can't possibly expect me to know what happens on each and every single one of them. Though, perhaps, there might be OTHER PS2 Versions out there in which allow you to snipe Hilary AND maintain the BP/EP/FP Properties. For starters, it might work on PS2 Version 1.50, which is the European PS2 Version of Vice City, and one of the earliest. I still have my doubts, though.
Walk into the Adrenaline Pill with about two minutes and five seconds on the Race Timer. It'll still be active and everything slowed down when Hilary comes around the corner making it much easier to snipe him. It's not required to use the Adrenaline Pill, but it can help out a lot!
I am recording this Video on PCSX2 Version 1.6.0. Game Version is SLUS-20552 (Version 1.40) of GTA Vice City for PS2.
