Time Stamps:
00:00 - Failing "T-Bone Mendez" whilst obtaining the AP (All Proof) FCR-900
20:45 - Proving the AP Properties and showing off the AP FCR-900
This Method will work EXACTLY as shown on PS2, Xbox, PC, and Mobile since all of these Platforms/Versions allow the Method shown in the Video. It does NOT work on the Definitive Edition due to the Sawn-Off Shotguns not being able to move wrecks that are glued to the ground. With that said, there's a totally different way on the Definitive Edition that will work. It's likely to even work all the same on all other Platforms/Versions!
You will NEED the Heat Seeking RPG before you begin. It's found in the San Fierro Airport. You also will NEED the Sawn-Off Shotguns or a Minigun as it's the only way to move a wreck that is glued to the ground!
There is five total FCR-900's that you can see here. All of them spawn with random Extra's. It's unknown, but unlikely that you could spawn an AP/NE FCR-900.
The FCR-900's featured in the Mission have Traffic Default Colors and change upon reloading the Mission. None of them are special.
I am recording this Video on PCSX2 Version 1.6.0. Game Version is SLUS-20946 (Version 1.03) of GTA San Andreas for PS2.
