This is the second and last time to obtain the EC2 Black Stretch. This time, its' primary colour is also black. Only the secondary colour is special. Destroying the Jizzy's car will allow him to escape on the EC Green Pizzaboy instead. Blow it up instead of pushing it in the water since Jizzy thinks it will still be accessible, then he'll drown and the mission will fail.
