When Home Coming is available, you have the chance to acquire the Mod Garage menu from Transfender. Instead of using it for the EC/EM conversion, use it to extract the EC Yellow Forklift. The final heist mission at the Four Dragons Casino will be available, since the Forklift is featured in that.
Continue the heist and use the Forklift to open the Garage Door to let the Securicar enter. Destroy it to fail the mission, then cancel the Menu to leave the Casino Interior, but exit the Forklift while doing so, to leave the Transfender Garage. It's needed, since the Forklift isn't normally acceptable in Transfender.
