You'll need the Sawn-off Shotgun with alot of ammo, the Parachute to destroy the Newsvan and Satchel Charges to fail the mission. The Newsvan cannot move from any one or object, except from Sawn-off Shotgun pellets.
Shoot the Newsvan to the Santa Maria Safehouse garage, so make sure that garage has space. Take over turfs around Santa Maria Beach to avoid Ballas.
