This vehicle is obtained from a special event when you are in debt from losing all money at a casino. You'll get two phone calls and shortly after, the Associates will hunt you down! Take them out and take their vehicle. Get out of debt, so they won't attack you again.
It's best to obtain this once you unlock Las Venturas because if you obtain it early in the game, you cannot earn 100%, due to not being able to get a phone call that can progress through the Countryside missions.
