This is the second last side mission in the game to complete, however, if you have obtained a drugs business *before* the story mission Hostile Takeover, you can pass all available side missions, except the very final side mission, Sky Wolf, but you'll still be able to reach 100%, making Swinger's Club your final side mission to complete.
