With the use of OM0, you can receive rampage weapons, once Phil's Shooting Range is available. If you want a weapon with alot of ammo, it needs to have a rampage. A flamethrower doesn't have a rampage, so that won't be possible.
You don't need to collect any rampage weapon since completing the game 100%, you get infinite ammo as a reward.
