In this Video, I show how to obtain the EC Black Rumpo from "Under Surveillance" with passing the mission. After I obtain it, I reload the Save and show that it's still there.
The EC Rumpo can be converted into DP. On any platform besides Mobile, you can use the Taxi side-mission glitch to it. On Mobile, you need to use a passenger from a mission. I made a video of it alongside obtaining the EC Teal Kuruma. Not just I show how to do the DP conversion in that video, but also mention in the description the missions that you can do that. Just replicate that with the Rumpo to however of the missions you used to the conversion.
