I beat this strange level in one turn. The first time I played it, it took me a while to figure out how to finish it at all. Kai's rifle is defective and appears at first glance to be unable to hit anything. I think what you're supposed to do is fire a shot with Kai, then, in the same turn, shoot one or more targets with Claude or Raz. Using this intended method, I was unable to beat the level in fewer than three turns. Then I thought: what if Kai is actually able to hit one of the targets? I had never hit anything with her, but I tested standing right next to the instructor and shooting at him, and that worked. So, I started shooting near the eastern target. Kai never seems to hit what she's aiming at, so I aimed at a different target instead. It took a couple hours of attempts, but I finally hit the target, which allowed me to finish in a single turn. I landed a headshot on the target (which you can tell by the sound effect), but I don't think that's necessary.
