Luxembourgish Prime Minister Luc Frieden warned that new EU budget proposals must treat every Member State fairly.
Speaking in Luxembourg alongside European Council President António Costa during the Tour des Capitales, Frieden said Luxembourg is open to discussing new EU own resources, but only within very limited limits.
He stressed that his government wants to lower taxes, not raise them, and said Luxembourg will not accept proposals that disproportionately affect the country.
Frieden specifically criticised the Commission’s proposal on tobacco excise duties, saying it would impact Luxembourg much more than other EU Member States.
He also warned that new taxes on companies would go against Europe’s essential objective of strengthening competitiveness.
For Frieden, businesses must be able to create jobs and innovate — not be suffocated by taxation.
However, he said Luxembourg is ready to discuss other possible EU revenue sources, including CBAM and ETS.
His message was clear: the EU budget debate will be difficult on both revenue and spending, but Luxembourg will defend fairness, competitiveness and economic growth.
