0) jump to the ledge near the crystal switch, climb up
1) ESS turn right for 1 frame, sidehop left
2) hold ESS down and perform a sideroll, switch the control stick position to straight right during the roll and shift it to up-right in midair to climb up
3) activate the switch with the Hookshot, a Bomb, etc.
(the Hookshot alignment is kind of lenient but the roll timing might vary - generally aim for the vertical seam above the right edge of the crystal switch)
Basically ported Enu's strat to PAL. You can also ESS turn 2 frames to get an angle that's closer to the Hookshot/C-up alignment.
My recommendation is testing various angles and techniques... some of them might be more consistent for you after a bit of practice but this strat is one of the most difficult tricks for glitchless PAL.
The alternative method to turn right and jump up with a forward roll works on PAL as well:
0) target the block in the corner next to the switch
1) sidehop right, hold left and crouch stab, backflip
2) aim a bit right (C-up flick is possible, I use a small gap between the right side of the block and the left side of the Hookshot as my visual cue)
3) hold up and roll, switch to up-left in midair to climb up
