Camp Cooper had been a U.S. Army frontier post, established to protect settlers from raids and to help control conflict in the region. When Texas voted to secede from the Union in early 1861, the situation for Union troops stationed there quickly became untenable. Rather than fight a hopeless battle, U.S. forces followed the general pattern set across Texas under the pressure of secessionist authorities and local militia. After negotiations and growing threats, federal troops abandoned Camp Cooper in February 1861. They withdrew toward the coast to regroup with other Union forces, particularly those concentrating around Indianola for evacuation.
