The Coast Guard Pier is the home to a few super mutant, but one of them is a super mutant butcher. They take forever to kill. I shot him quite a few times with my sniper rifle that shoots .50 bullets before deciding to get closer and take him out with a gun that shoots faster or for more damage. It was just taking way too long and wasting too much ammo. My combat rifle made short work of him when I get closer. The rest of the super mutants were easy to dispatch with the sniper rifle and combat rifle. You will find an Astoundingly Awesome Tales magazine downstairs in the jail cell. A terminal close by will unlock the gate.
