This quest can be difficult at lower level. The goblins are fast and can do a decent amount of damage. They also don't take much damage when you're lower level. Daggers seem to be the weapon of choice here for fast combat and best damage. Evasion and quick combat is the best course of action here. Fight them similarly to sabertusks, but with a lot more dodging.
