$A Structural Mechanism for Turning Potential into Articulated Reality The Universal Principle of Collapse (UPC) is a structural framework describing how potential becomes articulated reality for a meaning‑bearing observer. UPC is not a physical theory or a metaphysical claim. It is a domain‑independent operator sequence: PO → MO → s → LO → Jo → C → T → R Definitions • PO (Potential Domain): A space of possible interpretations or outcomes. • MO (Model Application): The observer applies a model to the potential domain. • s (Salience): The observer selects relevant structure within the model. • LO (Articulation): The observer generates an articulated space of possible outcomes. • Jo (Recognition): The observer identifies one articulated outcome as meaningful for itself. • C (Collapse): The observer commits to one articulated possibility as this rather than that. • T (Trace): A determinate outcome is produced. • R (Re‑potentialization): The observer re‑enters potential with the capacity to shift or replace its model. Observer Definition An observer is any system that instantiates the full operator chain MO → s → LO → Jo → C → T → R and can reinterpret or re‑potentialize without external instruction. Mechanical systems can generate traces (T) but do not perform recognition (Jo) or collapse (C). Observer Principle Detectors, instruments, and computational systems perform registration but not collapse. Collapse occurs only at the observer, the structural point where potential becomes definite for that agent. Scope of UPC UPC applies structurally across: • computation (branching, interpretation) • language (semantic disambiguation) • perception (object recognition) • mathematics (proof recognition) • logic (model selection) • communication (message interpretation) • scientific measurement (model‑indexed collapse) • social coordination (shared meaning) • physical systems (registration and trace formation) • cognitive systems (attention and salience) UPC does not modify physics, does not introduce metaphysical entities, and does not collapse what is upstream of the observer.
