TL;DR - Shadow for ST, Jack for AoE, need slightly bigger brain to play Jack, both are good.
Jack obviously has more AoE potential, his ST isn't as strong as Shadow's.
Jack's consecutive turns are more back loaded near the enemy turn, whereas Shadow's consecutive turns are front loaded thanks to his faster speed and low action delay.
Shadow has counter on a fairly reliable dodge, with Jack doesn't really benefit from his dodge (aside from immediately after EX), but Jack does have a reliable Last-Stand (leave 1 HP) which makes him able to soak lethal attacks.
Both are about the same in terms of longevity, Shadow has more skills, but Jack has a free skill and better BRV/HP+ provided he breaks and triggers Deliverance.
Jack is also more gimmicky, his innate SPD is low so you need to watch turn order carefully and use his Deliverance to adjust turns.
