The Texas Department of Transportation requires a Construction Management Plan (CMP) for all projects with unclear certifications. The CMP defines the steps of construction developed in the PS&E that mitigate the risk of delays in construction due to unclear right of way, railroad and utilities. Prior to undertaking this research, the effectiveness of the CMPs had not been thoroughly evaluated.
In collaboration with the Center for Transportation Research, TxDOT compiled historical CMP and change order data to determine the effectiveness of CMPs. Results were included in the production of a guidebook and training materials.
