Destiny 2's Lore and Story tells us about who the 1st Emissary of the Nine was. Apparently, it was Xur, the agent who sells us exotic curios to use on a weekly basis. We also saw why The Nine needed a new Emissary like Lodi as well. Lodi is the 3rd Iteration of the Emissary position & there are specific skills and motivations he has that make him ideal for the job.
