This old enigma has now been solved and turned into an usable skip for speedruns.
Alright, so the mechanism behind this glitch is a bit hard to explain, and I'll probably go a bit more into detail in future videos. But basically, you have to break out of the binoculars prompt at the Observation Deck. To do so, you can either use the "deadline break-out", as seen on this video, or a Sigourney break-out.
The deadline break-out is this: at 23:00 in Chapter 12, there's a very intrusive cutscene in which York is teleported mid-town so that Emily can complain to him. The cutscene can overlap / break-out any action during which time runs; this includes fishing, hiding and using the binoculars.
0:00 - So, wait until 22:59 or so, then use the binoculars. You need to use the middle one so that you'll have Muses Gallery in the binoculars menu.
0:29 - Wait until a cutscene breaks York out of the binocular view. He will also turn invisible in the process, but don't mind that.
0:50 - You'll now have to quick travel to Muses Gallery while the binoculars-menu and gameplay are overlapped. It can be a bit tricky using the Pause-menu like this, but as a rule of thumb, each time you have to press X, you should press it twice in succession because you can only select things in the Pause-menu while the binoculars-menu is doing a fade-out.
The loading screen at 1:11 is a bit deceptive. You have to press X once more even though there is no prompt visible on the screen to finally get the quick travel to occur.
1:30 - now the game is in a strange mode where York can't use any prompts. Pressing X returns you to the binoculars-menu at will and you can choose which area the game will focus on; this will force it to load or unload the surrounding environment accordingly.
I think choosing areas which are too far away will unload the collision too, making York fall down to his doom, but fortunately Swery 65' is still moderately close to Muses Gallery, allowing it to be safely used to unload scenery without killing York.
1:57 - you want to load Swery 65' momentarily while pushing L-stick forward to run past the gate while it's unloaded. I recommend aiming a bit to the left and away from the shed. If you run towards the shed while everything is unloaded, York may end up temporarily stuck inside the shed's collision, which at the very least slows you down.
Once you're past the gate, you can end the glitch by closing the binoculars-menu. This returns York visible and lets him use prompts again... Simple as that!
Two small potential optimization ideas: first of all, at 0:07, you might be able to save a few seconds of loading by choosing to observe Swery 65' or Milk Barn since they're closer to the Observation Deck and might require less loading. Secondly, you might be able to do this skip by unloading the car blocking the path rather than the locked gate. This might make navigation to the shed slightly faster.
Also, sometimes using the binoculars-menu while broken out acts as a quick travel upon itself, so in theory you might be able to skip using the Radio to get to Muses Gallery. But this still requires some testing...
