Pursuer is really overpowered for this part of the game.. Dark Souls 2 has a major issue with a sudden difficulty spike early on.
Heide's Tower of Flame is a much more difficult area but has easy bosses, but Pursuer just takes no damage if you don't have a decent weapon. You can cheese him with the Ballista which is what a lot of people opt to do. This gives you enough souls and access to more upgrades to make Heide's a lot easier.
DO NOT kill the Dragonrider right away. The Heide's Knights become aggressive and the area becomes a complete nightmare. Make sure you lower the bridge to the Dragonslayer first because he gives you one of the best rings.
