Because this run has some boring, repetitive parts, I created this abridged video that speeds up the boring stuff. The unabridged video is here:

Although Dam is longer than the other levels I've beaten on DLTK Merciful, it wasn't all that hard to figure out or to execute. There are many places to lure the guards and leave them, and the sniper rifle helps with long-distance shots. Most of my strategies are self-explanatory, but I should elaborate on the lure that starts at about 7:18. I wait for a patrolling guard in the second open area to get in view, then I shoot him. Another guard sees him getting hit and they both chase me. The other guard has very strange AI. I call him the homesick guard because he has a certain spot (his "home") that he frequently tries to get back to. Under certain conditions, he'll even abandon what he's doing (like chasing Bond) in order to return home. This is what happens at 8:08. The homesick guard is running toward me, then changes his mind and tries to go home. I shoot him, causing him to chase me again. This time, he doesn't try to return home.
Once I get to the dam, the rest of the level is repetitive, but straightforward. After corralling the three tower patrollers, I lure the guards out of the basement hallway one at a time and deposit them in convenient locations. Sometimes the lures don't work quite the way I want, so I have to improvise. This happened a few times in my run, but it didn't cause any major problems. After clearing the path to the computer room, I look inside it in order to load the first two stationed guards, which prevents them from cloning. I then return to the top of the dam and use noise to lure the guards out of the computer room.
I played on the Japanese version because it has body armor that isn't on the US version, but I didn't end up needing it.
Six levels have now been beaten on DLTK with no kills. I don't know if any more are possible, but perhaps I'll try to beat some other levels with the minimum number of kills, even if that's not zero.
