I've always thought that this level was possible, so it's nice to finally get it done. The main problem is how to kill the officer who holds the large key. Entering his hut and slapping him seems difficult; there's another guard in the hut who will try to kill you, and you would need to block the door to prevent spawn guards from entering. Instead, I found a way to lure him to the satellite building and kill him there.

First, I run to the satellite building. As in regular LTK or DLTK runs of the level, I usually get killed on the way there; I only survive in maybe 10-15% of runs. After entering the building, I lure and kill the guard who patrols around it, since otherwise he could cause trouble later. Then I attempt to corral the spawn guards together underneath the walkway outside the building. This requires a bit of luck. In particular, one guard (visible at e.g. 2:30) tends to get stuck near the grenade launcher hut. When this happens, I try a number of things to get him unstuck, including loitering inside the building, poking my head out the entrance, pausing, and zooming in on the floor. Nothing seems to work consistently, but sometimes, including in this run, I manage to get the guard moving again.

Gathering the spawn guards together serves two purposes. First, it's easier to manage them when they're together and in a known location than when they're spread out all over the level. Second, if a sniper remains near you for a little while, his behavior changes drastically; he starts behaving like a Klobb spawn guard in that he won't shoot you unless he's fairly close to you. This makes the snipers far less dangerous, since they can usually hit you from a huge distance. Illu took advantage of this quirk of the snipers to achieve the first completion of Surface 1 DLTK in 2004. I also used it when I beat the level in 2011, although I didn't know why it worked at the time and referred to the technique as "confusing the guards". Since then, I've looked in the GoldenEye Function Explorer and learned that this is actually intentional behavior. Snipers and patrollers can become what the Function Explorer calls "general guards", and Klobb spawn guards start as general guards. These are not the normal guards found in many levels, but special guards who, among other unusual traits, cannot start shooting at Bond unless he is fairly close.

There are four spawn guards, but sometimes one of them is trapped and unable to reach me. I don't fully understand why this happens, but I wrote some information about in the description of my Surface 1 LTK Fast Animation video:

In this run, I gathered three spawn guards at the satellite building and there was no sign of the fourth, so I decided to leave the building and take my chances. My goal in this trip outside is to alert the guard who patrols near the grenade launcher hut. Allowing him to see me turns him into a general guard, causing him to follow me like the spawn guards. Then I return to the satellite building and try to gather up the guards again. One is stuck at the same spot near the GL hut as before, but since he has already become a general guard, he won't snipe me from afar. So, it's reasonably safe to leave the building again.

With some distance between me and my pursuers, I open the door to the GL hut and let the officer see me. Unlike the spawn guards and patrollers, the officer has the same AI as the ordinary guards found in many levels; he cannot become a general guard. Thus, even with his Klobb, he can shoot me from very far away. To protect myself, I use one of the towers as cover. However, I need to let him see me again or else he will stop in the middle of the snowfield, leaving me with no way to kill him. So, while running to the satellite building, I deliberately stray out of cover and let the officer see me. This is risky and I was nearly killed, but I managed to lure him inside the building and take his large key.

Once I have the large key, I gather the guards together one final time. (In this run, I somehow found the fourth spawn guard, so there were five guards in the group.) Once they're together, I make one last lap around the level to complete the objectives.

Twelve levels have now been beaten on DLTK Slappers Only. Of the remaining eight, I think one or two more might be possible. Perhaps I'll give them a try. See the Side League page on The Elite for a list of levels that have been beaten:
