On March 23, 2023, officers in Red Bank, New Jersey observed a grey Jeep driving at a high rate of speed on Broad Street while the driver repeatedly sounded the vehicle’s horn. The Jeep made a sudden turn onto a side street and entered the rear parking lot behind Surf Taco. Officers followed the vehicle and initiated contact.

As the vehicle came to a stop, one of the occupants immediately exited and attempted to crawl underneath another parked car. Officers issued clear verbal commands for him to come out. He appeared unsteady and disoriented but complied after repeated instructions. He stated he did not have any weapons. He was detained and seated in a safe position while officers continued their investigation.

Several additional occupants remained inside the Jeep. They were instructed to stay in the vehicle with their hands visible and were asked for identification. None of the occupants reported having weapons. The individuals stated they were coming from a bar and had been out together earlier that evening.

The driver displayed visible signs of impairment. He had difficulty standing without assistance and struggled to respond to basic questions. He later stated that he believed he was in danger and had been trying to escape an assumed threat. Officers determined that due to the driver’s physical condition, it was not safe to conduct Standardized Field Sobriety Tests on scene.

The driver was placed under arrest for Driving While Intoxicated. He was handcuffed, searched for officer safety, and secured in a patrol vehicle. The remaining occupants were advised that they would need to arrange for alternate transportation. The Jeep was prepared for tow, and officers checked the vehicle for open containers or other contraband.

The driver was transported to headquarters for processing. Officers explained the situation, and the driver acknowledged that his actions and impaired condition led to the incident. The passengers were given the option to walk or wait for transportation to safely leave the area.
