This is "Burning Rubber" for the Commodore Amiga released back in 1993 by Ocean and developed by Harlequin programming team.
It is a mediocre but very well presented racing game.
The intro sequence is very reminiscent to "State Of The Art" Amiga demo and the music is an awesome track made by Utah Saints.
I played the ECS version as all AGA ADF images crashed in the USA levels.
