This is "Touring Car Racer" for the Commodore Amiga.
It was released in 1991 by Byte Back.
I think that you will hardly find another racing game worse than this one.
Although the game is way below the public domain standards, it still was released commercially.
It's a shameless effort to make some money with a such low quality product.
Avoid it at all costs.
