Shinon's stats are quite incredible when you look at them all. Good Str and Spd for damage output, amazing Skl for accurate attacks, and really good bulk for a unit that doesn't have any effective weaknesses like the Armors or Horseback units. The issue with him is that his Lck is terrible. This means that he will be initiated upon in most of his fights. And while he does have the aforementioned great bulk, the masteries that can one-shot him will cause him a lot of grief, along with crits which will be quite rampant against him with his terrible Lck. Furthermore, he still has to deal with the -30 hit that he gets when he has to counter from 1 range with the Double Bow. So, even though he has the great accuracy from his Skl, because his Lck is bad, it isn't as high as he would want for countering at 1 range here. Now when he survives the first fight against his opponent, he will likely double them and has one of the best mastery skills in the game, Deadeye, at a proc rate of 39%. And while Deadeye was nerfed to put fewer turns of sleep on the opposition, because of his great Spd, he will have plenty of opportunities to reapply the sleep status.
