Notes: This is another glitch (faster than Trainer-Fly and without CoolTrainer or LG) to get Ekans in Pokémon Blue (normally a Red version exclusive). Furthermore, as you can't get wild Magmar in Pokémon Red (needed in this glitch to convert Magmar into Ekans), this glitch is actually exclusive to Pokémon Blue.
How this works in a nutshell is we get the game to reinterpret Magmar from old Pokémon Mansion 3F encounter data as a tile block (0x33); a Cut tree block, then Cut it. This turns it into tile block 0x6C (the same block but Cut down), which corresponds to Pokémon ID 0x6C Ekans. ^^
Note the method for the glitch as done here requires the expanded inventory, so you may want to read up on item duplication for a 255 stack (commonly done from a x127 (toss 2 from typical x129 from x1) to get x255) and https://glitchcity.wiki/Dry_underflow_glitch to get the expanded bag.
Bring:
1. Burn Heal x111 (some other items work without freezing (though the freeze is due to D36E/F which we don't have to change by not using problematic items), but the x111 is required. I think Burn Heal is fun because of Blaine's 'you better have Burn Heal' message ^^)
2. TM16 xany (x12 used here but actually most if not all quantities should be fine)
3. Escape Rope
4. A Pokémon knowing Cut
5. A Pokémon knowing Surf, or move 0xB4 (can be used as a Surf field move), or the ????? (07) 'Surfboard' item
6. Any Repels (Optional)
7. You must have the badges to use Cut/Surf (but you can Surf without the badge with ?????).
Steps:
1. Fly to Cinnabar Island and heal the Pokémon Center to set the Escape Rope destination there.
2. Go to Pokémon Mansion 3F (optionally using a Repel)
3. Use the Escape Rope to get to the Cinnabar Pokémon Center.
4. Go down (without moving up, left or right) and Surf to the lowest point you can (without walk through walls). This is to work around the fact that the current map view would otherwise force lots of lag items in the expanded inventory.
5. Swap the Burn Heal x111 into the below Safari Ball (33rd item)
6. Swap the TM16 x12 into the 34th item (based on where you are currently, this should be a HM04)
(^ If you see Safari Ball and then HM04 you're most likely on the right spots to swap in the bag)
7. Close and open the bag until you see a Glitch City that appears when the menu is open but disappears. The Cut tree should be directly below where you're standing.
8. Use Cut on it; the old Magmar data is now Ekans.
9. Fly back to Cinnabar Island without going anywhere else in between, to fix the Glitch City you just caused.
10. Move directly right on Surf on the Cinnabar Island coast; because the classic coast glitch loads the previous grass/cave/building encounters (provided you didn't change them in between) with the water encounter rate (to circumvent the 0 grass encounter rate) by default.
