They are trying to create a man-made Low Pressure (CCW rotation), using the high pressure downburst from the Gakona Haarp (CW rotation). By positioning the downburst at the center of a tight wind gradient in the jetstream, they hoped the jetstream would torque the disturbance enough to spin up a low pressure. You'll have to watch all four videos to see if it was a success, or not.
