Strategy:
Ramza: Hero (Guts), Chemist (Item), Counter, Two Swords, Move +3
Equipment: Diamond Sword (x2), Thief Hat, Diamond Armor, Sprint Shoes
Character 2: Time Magic (Time Mage), Math Skill (Calculator), Dragon Spirit, Magic Attack Up, Move +2
Remaining characters: Agrias (Holy Knight), Lancer (x2)
The first part of this battle with the one-on-one battle against Wiegraf is hard. With Ramza, I tried to maximize Speed (12), Move (7), and attack damage (2-Swords). I mostly have Counter on, but you can also have Auto Potion instead of Counter as the reaction ability as long as you have just X-Potions as the only type of Potion in your inventory. For part 2, concentrate your attacks on Velius and manage his attacks and abnormal status spells.

Battle 31: Inside of Riovanes Castle
{Ramza enters. Dead knights are on the ground around the room. Wiegraf is there with his back to Ramza}
Ramza: What's this....?
{Wiegraf turns around}
Wiegraf: There you are Ramza. Draw your sword, Ramza.
{Pause}
Wiegraf: What's wrong? If you don't, I will.
Ramza: How miserable you are...Giving your spirit to Lucavi just to avenge yourself. If Miluda knew about this, she'd be very disappointed.
Wiegraf: Revenge? Ha! That's not what I'm after.....I want far more than that. I don't give a damn about Miluda's murder. I want to being 'chaos' into the world...to hear the screams of humans...But, don't worry, Ramza. I'll kill you...myself!
{Enter Battle Mode: Condition: Defeat Wiegraf!}
Ramza: The stones are evil...and so are the Zodiac Braves. The legends we believed in were all lies!
Wiegraf: Hya, ha, ha. So much for 'God's miracle'. Governments falsify history only so it favors them. But you can't blame them. Because people always hope for a 'miracle'. Endlessly complaining, lazy, nuisances...that's what the masses really are. Governments give the people what they want...and history repeats itself. Governments might well have taken advantage of their insecurity.....But then again, people are satisfied being used...'God' is nothing but an image created out of their insecurity. It's their fault for knowing they're comfortably numb, and not doing anything about it.
Ramza: And what about you? Relying on miracles instead of beating your insecurities!
Wiegraf: It's because humans are insecure that they rely on 'miracles'. Can you honestly say you're not, with any confidence?
Ramza: I'm trying!
Wiegraf: Then your efforts have come to an end!
{Wiegraf to Critical}
Wiegraf: You've improved.
{Wiegraf disappears}
Ramza: Running away? Wiegraf!!
{Ramza walks back towards the door}
Ramza: Come out of there! Wiegraf!!
{Wiegraf reappears at the top of the stairs}
Wiegraf: Let's have it out here...
{Wiegraf's Holy Stone comes to life, lights up, and Wiegraf changes into Velius}
Velius: Sorry to keep you waiting.
{Ramza's team enters}
Velius: I see you have some help. Then I'll do the same. Come out, loyal servants!
{3 demons appear behind Velius}
Velius: Here I come, Ramza! Let me show you the power of evil!
{Enter Battle Mode: Condition: Defeat Velius!}
{Velius defeated}
Velius: Whoooah!! They're just humans.....!
{Velius explodes, the stone lights up, the demons disappear, and the Aries stone lies on the floor where Velius stood. A woman's scream is heard in the background}
