Almost all of Judaism calls Yom Teruah "Rosh Ha’Shanah", the New Year. Scripture never gives it that name. In Leviticus 23, it's called a memorial of trumpet blasts on the first day of the seventh month, not the first month of the year.
The true New Year begins in Abib, as commanded in Exodus 12:2. The shift to a civil new year in the seventh month is a tradition, not Torah.
