I beat Within the Ruins in one turn. In these "get the tank to the goal" levels, it can be tough to predict how much CP it will take for the tank to drive from point A to point B. I estimated that I would be cutting it close here, so I decided to proceed without using Fortify Treads, thinking it would be too costly. There are four enemy grenadiers who can inflict AP down on the Hafen, since the treads aren't protected. The first is easy enough to deal with: I park the tank next to an enemy to prevent the grenadier from firing, then kill the grenadier. The second only has a brief window where he can shoot at me, so I just keep driving. I kill the third by blowing up a ragna-crate next to him. But the fourth is trouble. The tank seems unable to kill him, and there's a long stretch of road where it's vulnerable to his attacks. It might be possible to get by him, but it appears to require a huge amount of luck.

Since the tank alone seemed insufficient, I thought about how I might use my foot soldiers. I didn't initially plan to use them, so I simply deployed all the leaders without paying attention to their starting positions, their accessories, and so on. In order to deploy different people or change their positions, I would have needed to repeat the entire level. Since I had used Claude's potential A Friend's Legacy on every move to gain extra AP, and activating it a single time can take dozens of resets, the prospect of repeating all those moves didn't seem very appealing. Fortunately, I managed to cobble together a strategy with the potpourri of units at my disposal. To conserve CP, I made sure to inspire at the end of every move. First, Kai and Raz take out some enemies to clear the way for the others. Minerva then uses a Direct Command (along with Double Movement) to bring Aulard and Riley near the Hafen. She also blows up an anti-tank cannon. Riley damages a tank blocking the road, making it easier for the Hafen to destroy it. Finally, Aulard repairs the Hafen and kills the pesky grenadier. With nothing to stop it, the Hafen cruises to the finish line.

In the Hafen's last three moves, I didn't bother to get A Friend's Legacy, since I was close enough to the end that I didn't need it. So, these three 50-AP moves could be replaced with a single 150-AP move with A Friend's Legacy. This would save 2 CP, which is just enough to use Fortify Treads. Thus, it may actually be possible to beat the level without using foot soldiers: simply use Fortify Treads, then get A Friend's Legacy on each of the next 10 moves. I'm guessing you would be able to kill the tank blocking the road and would have enough HP (especially if you equipped HP-increasing parts), but it's hard to say for sure.

After posting this video, I read about someone using a smoke round to prevent a grenadier from firing. That would probably be easier and quicker than what I did here. I always forget about the smoke rounds in this game because they require you to equip a tank part (unlike in the first game, where the smoke round is a permanent upgrade), and the part takes up a huge amount of slots, so I never use it.
