As a last resort, if Windows 10 version 1803 is causing problems and you cannot rollback nor do a manual return to 1709, then this video should show you how to. Using another Windows 10 computer that has 1709 running, create a recovery drive and then do a clean install of Windows 10 1709. This method does wipe all files, programs and apps - it is a clean install. Backup any files, folders etc before doing this.
