Wildfire survivors caught in California debate over utility accountability  @ABC10

California lawmakers are negotiating reforms to utility wildfire liability and compensation for survivors as the legislative session nears its deadline. Gov. Gavin Newsom’s proposal to eliminate the subrogation process, which allows insurers to seek reimbursement from utilities responsible for wildfires, has reportedly been removed from negotiations. Disagreements remain over proposed limits on non-economic damages and the use of a fire perimeter to determine eligibility. The governor could call a special session. Meanwhile, AB 2700 would require the California Public Utilities Commission to study unpaid claims from utility-caused wildfires before July 2019 and how responsible utilities could cover those costs.
