Another reason that I forgot to mention is the upper tray should have the stuff you need most often. The lower, deeper drawer has items you need on hand, but not all the time.
"Isn't this the same as a removable tray?" you ask.
Kind of, but then you need to put that tray somewhere while you rummage through the drawer under it. It also needs handles to lift it out.
