In 1865, a secretive group of intellectuals, known as the Young Ottomans, would attempt to create a national Ottoman identity. Dissatisfied with the Tanzimat reforms and the empire’s subjugation to European demands, the Young Ottomans sought to intellectualize an authentic national identity that could correspond with parliamentarianism, constitutionalism and liberalism. Though inspired by and aspiring to formulate a European style constitution and government, the Young Ottomans emphasized the importance of maintaining the empire’s Islamic character as, for them, religion lay at the foundation of the nation’s authority, legitimacy and identity. This issue of straying behind the West was one of governmentality, not religion. In their eyes, the ideas of nationhood, parliamentarianism, and liberalism did not contradict Islam. Islam as a religion and way of life was not in need of reform, just the governments that championed it.
