What was the Imperial Shadow Council? In the year following the Empire’s defeat at the Battle of Endor, a mysterious Fleet Admiral named Gallius Rax created the Shadow Council to replace the more formal Imperial Ruling Council. Like the name suggests, the Shadow Council was highly secretive. While it was led by Rax, he remained…in the shadows, making Grand Admiral Rae Sloane the public face of the Empire. He planned to eliminate most of the Council after the Battle of Jakku, but his plans were foiled by Sloane and he was killed. It would appear the Shadow Council survived and was led by the warlords of the Imperial Remnant in the four years that followed.
