This is a somewhat strange level that runs on a timer. There are two officers that are necessary to defeat, and the scripted event that spawns the second one only begins around 1 minute 20 seconds into the level. There doesn't seem to be anything you can do to get it to appear faster. However, it seems that this event CAN be delayed by other buffered messages, so you can inadvertently ruin your time in this level if you happen to get some random enemy officer dialogue for instance.
While waiting for 80 seconds, there isn't much else to do than go take care of the first target, Susano'o. It doesn't matter how you do it, really. No infinite jump or anything is needed, so it's possible to take all sorts of party combinations into this level and still complete it fast.
As for defeating the final target - Nezha - it's a very hard and random task. There are plenty of fighting going on in the area, and Nezha really has difficulties spawning if there are too many characters on the screen. Basically, this is the part that makes or breaks the whole run.
I took Dong Zhuo with me to try to set up some bombs and then blow them up, just in case a large radius attack like this would increase the chance of hitting Nezha fast. This plan failed, but then I accidentally did his EX attack, a neck snap, and Nezha walked right into it. Almost like winning in a lottery. It's a stylish finish and a record time, so I'm happy with it...
