The urban and rural reserves process in the Portland metro area aims to delineate land for future urban development and conservation over a 40-50 year period, balancing the need for expansion with the protection of agricultural and natural spaces. Urban reserves are designated for potential urbanization, prioritizing these areas for future growth, while rural reserves are protected from urbanization, ensuring long-term agricultural and environmental preservation.
Since the 1970’s, the state and in particular the Portland metro area that occupies the 3 surrounding counties —Multnomah, Clackamas, and Washington— have wisely managed their urban growth efficiently through the use of the Urban Growth Boundary (UGB) process.
